The processing of the Law and the Regulation turned out to be complex. It fell into an impasse, due to the economic crisis, the will of the new Government to implement the Law and, finally, the fact that the deadlines of the implement of the Municipal urban development plan (in Spanish, POUM) and the Worship centers were far away: 1) the POUM shoud make provisions of land for religious uses before 20 August 2019, and, 2) at the same time, to implement existing Worship centers in July 2010 and without having the right licenses before this date, they shoud adapt before 22 July 2020 in order to comply with the basic conditions of fire safety, structural safety and evacuation safety and, finally, they shoud communicate to the City Council on the fulfillment of these requirements.
