He calls for a liberation theology in Islam that connects worship and social justice, for a democracy grounded in freedom that safeguards religious, cultural, and ethnic minorities from the tyranny of the majority, and for an institutional authority to regulate <em>fatw\u0101s<\/em> and counter extremist interpretations.
