Abstract
In this paper I study the presence of Islam in the history and present of Catalonia, fundamentally analyzing its internal organization, its entities and the legal regime of relations with the Catalan Administration. The General Directorate of Religious Affairs of the Generalitat of Catalonia has reached various Agreements with Muslim entities to develop issues related to religious freedom in Catalonia, as regards the Muslim community based in Catalonia. The current sovereign process of Catalonia initiated from the Catalan Parliament, has inevitably led to the Muslim community having to position itself. In this sense, the links of the Catalan Islamic communities with Morocco, sponsored by the Catalan Administration, are an exponent of Catalan religious and immigration policy. The uncertain future of Catalan Islam is a reflection of the political uncertainty that is being experienced in Catalonia.

Dans cet article, j’étudie la présence de l’islam dans l’histoire et le présent de la Catalogne, en analysant son organisation fondamentale, ses entités et le régime juridique des relations avec l’administration catalane. La direction générale des affaires religieuses de la région de Catalogne a conclu plusieurs accords avec des organisations musulmanes pour traiter les questions liées à la liberté religieuse. L’actuel processus de souveraineté de la Catalogne initié par le Parlement catalan, a inévitablement conduit la communauté musulmane à se positionner. En ce sens, les liens des communautés islamiques catalanes avec le Maroc, soutenus par l’administration catalane, sont un aspect de la politique catalane en matière de religion et d’immigration. L’avenir incertain de l’islam catalan est le reflet de l’incertitude politique que connaît la Catalogne.
في هذا المقال، أدرس حضور الإسلام في تاريخ كتالونيا وحاضرها، فأحلِّلُ تنظيمه الأساسي، وكياناته، والنظام القانوني لعلاقاته بالإدارة الكتالونية. لقد أبرمت المديرية العامة للشؤون الدينية في منطقة كتالونيا اتفاقيات عدة مع منظّمات إسلامية لمعالجة المسائل المرتبطة بالحريّة الدينية. والحقيقة أنّ المسار الحالي لتحقيق سيادة كتالونيا الذي أطلقه البرلمان الكتالوني، دفع حتماً الجالية المسلمة إلى إيجاد موقع لها في المجتمع. ما يعني أنَّ روابط الجاليات المسلمة الكتالونية مع المغرب المدعومة من الإدارة الكتالونية، أصبحت جانباً من جوانب السياسة الكتالونية في مجالي الدين والهجرة. ويشكّلُ مستقبل الإسلام الكتالوني المجهول انعكاساً لحالة عدم اليقين السياسي السائدة في كتالونيا.
Sumario
En el presente trabajo estudio la presencia del islam en la historia y en el presente de Cataluña, analizando fundamentalmente su organización interna, sus entidades y el régimen jurídico de relación con la Administración catalana. La Dirección General de Asuntos Religiosos de la Generalidad de Cataluña ha alcanzado diversos Convenios con entidades musulmanas para desarrollar en Cataluña cuestiones relativas al desarrollo de la libertad religiosa, en lo que atañe a la comunidad musulmana radicada en Cataluña. El actual proceso soberanista de Cataluña incoado desde el Parlamento catalán ha llevado, inevitablemente, a que la comunidad musulmana haya tenido que posicionarse. En este sentido, los vínculos de las comunidades islámicas catalanas con Marruecos, auspiciados por la Administración catalana, son un exponente de la política religiosa y migratoria catalana. El futuro incierto del islam catalán es reflejo de la incertidumbre política que se está viviendo en Cataluña.
