“Inclusive Citizenship, the Right to a Place of Worship and Everyday Peace”, by Antonio Angelucci
In an article published in the Italian journal Coscienza e Libertà (no. 69, 2025), Antonio Angelucci, associate professor of law and religion at the University of Insubria, examines the connection between inclusive citizenship, the right to a place of worship and everyday peace, taking Italy as his case study.
The jurist shows that the question of places of worship, and Muslim places of worship in Italy in particular, crystallises the tensions of religious integration. The right to open and maintain a place of worship appears not only as an expression of religious freedom, but as a pillar of integration, intercultural dialogue and social cohesion.
Analysing the legal framework and local practices, often marked by resistance such as restrictive regional laws on the building of mosques, he argues for a more inclusive approach and for a governance of religions conceived as a peace-building strategy, one that recognises religious identities as an integral part of citizenship.
Dans un article publié dans la revue italienne Coscienza e Libertà (n°69, 2025), Antonio Angelucci, professeur associé de droit et religion à l’université de l’Insubrie, examine le lien entre citoyenneté inclusive, droit au lieu de culte et paix du quotidien, à partir du cas italien.
Le juriste montre que la question des lieux de culte, et notamment celle des lieux de culte musulmans en Italie, cristallise les tensions de l’intégration religieuse. Le droit d’ouvrir et de disposer d’un lieu de culte n’y apparaît pas seulement comme une expression de la liberté religieuse, mais comme un pilier de l’intégration, du dialogue interculturel et de la cohésion sociale.
Analysant le cadre normatif et les pratiques locales, souvent marquées par des résistances, à l’image des législations régionales restrictives sur l’édification des mosquées, il plaide pour une approche plus inclusive et une gouvernance des cultes pensée comme une stratégie de construction de la paix (peace-building), qui reconnaisse les identités religieuses comme partie intégrante de la citoyenneté.
في مقالٍ نشرته المجلّةُ الإيطاليّةُ «الضمير والحرّيّة» (Coscienza e Libertà، العدد 69، 2025)، يبحثُ أنطونيو أنجيلوتشي، الأستاذُ المشاركُ في القانونِ والدِّينِ بجامعةِ إنسوبريا، في العلاقةِ بين المواطنةِ الدامجةِ والحقِّ في مكانِ العبادةِ وسِلْمِ الحياةِ اليوميّة، انطلاقاً من الحالةِ الإيطاليّة.
ويُبيّنُ الباحثُ أنّ مسألةَ أماكنِ العبادة، ولا سيّما أماكنِ العبادةِ الإسلاميّةِ في إيطاليا، تُبلورُ توتّراتِ الاندماجِ الدينيّ. فالحقُّ في فتحِ مكانٍ للعبادةِ والتصرّفِ فيه لا يبدو تعبيراً عن الحرّيّةِ الدينيّةِ فحسب، بل ركيزةً للاندماجِ والحوارِ بين الثقافاتِ والتماسكِ الاجتماعيّ.
وإذ يحلّلُ الإطارَ التشريعيَّ والممارساتِ المحلّيّةَ التي كثيراً ما تصطدمُ بمقاوماتٍ، كالتشريعاتِ الإقليميّةِ المقيِّدةِ لبناءِ المساجد، يدعو أنجيلوتشي إلى مقاربةٍ أكثرَ دمجاً وإلى حَوكمةٍ للأديانِ تُفهَمُ بوصفها استراتيجيّةً لبناءِ السِّلم، تعترفُ بالهويّاتِ الدينيّةِ جزءاً لا يتجزّأُ من المواطنة.
