The Foundations of Non-Muslim Citizenship: Modern Islamic Readings from Egypt and Lebanon

Conference by Anna HAGER at the second International Congress of PLURIEL in ROME

This intervention aims to address an issue that is at the intersection between the thematic issues of citizenship and territory defined by Pluriel; namely how Islamic actors of different tendencies define the membership of non-IslamicMuslims in Egyptian and Lebanese societies, especially the religious, political, cultural and historical foundations that legitimize this membership.

This intervention aims to go beyond the framework of reductive analysis of dhimma or «dhimmitude» and to look at how, on the contrary, Islamist, Salafist, moderate, Lebanese and Egyptian actors, Sunni and Shia, are based on a selective reading of the Islamic heritage (the Koran, the hadith, including anecdotes about the prophet, Islamic history), but arrive at conceptions of belonging as different or even contradictory. These actors include Hezbollah, the Muslim Brotherhood, Lebanese and Egyptian Salafist figures such as the Salafist Party el-Nour, the Gamaa al-Islamiyya, although renowned for their intransigent positions, as well as the authorities of official Islam such as al-Azhar.

As many of these actors have held political roles in recent years (especially since 2011 for Egyptian actors), particular attention will be paid to the respective political and national contexts. This analysis is based on the writings and statements of these actors in Arabic (or in French and English where applicable) and aims to establish a typology of these different conceptions of citizenship.

Cette intervention se propose de traiter d’une question qui se trouve à l’intersection des thématiques de citoyenneté et de territoire définies par PLURIEL ; à savoir comment des acteurs islamiques de tendances différentes définissent l’appartenance des non-musulmans aux sociétés égyptienne et libanaise, en particulier les fondements religieux, politiques, culturels, historiques légitimant cette appartenance.

Cette intervention a pour but de dépasser le cadre d’analyse réducteur de dhimma ou “dhimmitude” et de regarder comment, au contraire, des acteurs islamistes, salafistes, modérés, libanais et égyptiens, sunnites et chiites, se fondent sur une lecture sélective de l’héritage islamique (le Coran, les hadith, en incluant les anecdotes sur le prophète, l’histoire islamique), mais arrivent à des conceptions d’appartenances aussi différentes voire contradictoires. Ces acteurs incluent le Hezbollah, les Frères Musulmans, les figures salafistes libanaises et égyptiennes comme le parti salafiste el-Nour, la Gamaa al-Islamiyya, pourtant réputés pour leurs positions intransigeantes, ainsi que les instances de l’Islam officiel comme al-Azhar.

Comme nombre de ces acteurs ont occupé des rôles politiques ces dernières années (en particulier à partir de 2011 pour les acteurs égyptiens), une attention particulière sera prêtée aux contextes politiques et nationaux respectifs. Cette analyse est basée sur les écrits et déclarations de ces acteurs en arabe (ou en français et anglais le cas échéant) et a pour objectif d’établir une typologie de ces différentes conceptions de citoyenneté.

تهدف هذه المداخلةُ إلى معالجة مسألة تكمنُ في صميم تقاطعِ موضوعَي المواطنة والأرض اللذين حدّدتهما شبكة PLURIEL؛ وتتناولُ تحديداً كيف تعرِّفُ الجهات الفاعلة الإسلامية من مختلف الاتجاهات انتماءَ غير المسلمين إلى المجتمعَين المصري واللبناني، ولا سيما الأسسَ الدينية والسياسية والثقافية والتاريخية التي تضفي الشرعيةَ على هذا الانتماء.
وتكمن الغايةُ من هذا المداخلة في تخطّي إطار التحليل أهل الذمة والنظر في كيفيّة ارتكاز جهات فاعلة إسلاميّة، سلفيّة، ومعتدلة، لبنانيّة ومصريّة، شيعيّة وسنيّة على قراءة انتقائيّة للتراث الإسلامي (القرآن، والأحدايث، بما في ذلك قصص حول النبي، والتاريخ الإسلامي) وتوصّلها مع ذلك إلى مفاهيم مختلفة للغاية بل حتى متناقضة حول الانتماءات. وتشمل هذه الجهات الفاعلة حزب الله والإخوان المسلمين وأطراف سلفيّة لبنانيّة ومصريّة باررزة شأن حزب النور السلفي والجماعة الإسلامية اشتُهرت بمواقفها المتزمّتة، بالإضافة إلى مرجعيّات إسلامية رسمية مثل الأزهر.

بما أنّ عدداً من هذه الهجات الفاعلة اضطلع بأدوار سياسيّة في خلال السنوات الأخيرة (خصوصاً الجهات الفاعلة المصرية بدءاً من العام 2011 ) سنولي السياقَين السياسي والقومي اهتماماً خاصّاً. يستندُ هذا التحليل إلى نصوص وتصريحات أدلت بها هذه الجهات باللغة العربية (أو الفرنسية أو الانكليزية عند الاقتضاء) ويهدفُ إلى وضع تصنيف لمفاهيم المواطنة المختلفة هذه.
